Foreword

4.1 , 4.2 and 4.3 of this standard are mandatory and the rest are recommended.

This standard was proposed by the Ministry of Public Security Fire Department.

This standard is under the jurisdiction of the Ninth Technical Committee of the National Fire Protection Standardization Technical Committee ( SAC/TC113/SC9 ).

This standard was drafted by the Ministry of Public Security Fire Department, the Shanghai Public Security Fire Corps, the Zhejiang Provincial Public Security Fire Corps, the Jiangsu Provincial Public Security Fire Brigade, and the Ministry of Public Security Tianjin Fire Research Institute.

introduction

In the existing factory buildings, warehouses, and shopping malls, staff dormitories are set up, or activities such as production, storage, and operations are carried out in residential and other civil buildings, while the accommodation and other sections have not taken necessary fire separation and fire protection facilities as required. This makes the fire safety conditions of such buildings incompatible with the nature of the construction and has a high fire risk. In order to implement the national fire prevention policies and policies, prevent and reduce fires, protect personal safety, and provide basis for the treatment of fire hazards, this standard is formulated.

This standard proposes the conditions for accommodation and production, storage, and management of common use sites (commonly known as “three in ones ” , hereinafter referred to as “combined sites” ), and specifies the fire separation measures, evacuation facilities, fire fighting facilities, and fires Source control and other fire safety technical requirements.

3 Terms

The following terms and definitions apply to this standard.

3.1

Accommodation and production storage

The place combined with habitation,production, storage and business

One or more uses such as accommodation and production storage operations are mixed and set in the same connected space.

4 Basic regulations

4.1 The combined use place should not be set in the following buildings:

a) Buildings with production, storage and operation of Class A and Class B fire hazards;

b) Buildings with fire resistance ratings of Grade 3 and below;

c) factory buildings and warehouses;

d) The building area is greater than 2500m2

Shopping malls and other public buildings;

e) underground building.

4.2 The use of a firewall with no openings for doors and windows and floors with a fire-resistance limit of not less than 1.50h shall be used to separate the accommodation from the non-accommodation parts in the place of use that meets one of the following circumstances. Separate evacuation facilities shall be provided for accommodation and non-accommodation. When it is difficult to completely separate, personnel accommodation should not be set:

a) The building height of the combined use site is greater than 15m ;

b) The construction area of ​​the combined use site is greater than 2000m2 ;

c) There are more than 20 people staying in the combined use place .

4.3 combined with other places other than 4.2, 4.2 when executing provisions, they shall meet the following requirements:

a) Accommodation and non-housing parts shall be provided with automatic fire alarm systems or independent smoke detection alarms;

b) fire separation shall be conducted between accommodation and non-housing parts; when it is impossible to separate, an automatic sprinkler system or a local application system for automatic water spraying shall be provided in the combined use place;

c) Separate evacuation facilities should be set up in the accommodation and non-accommodation areas. When there are difficulties, separate auxiliary evacuation facilities should be provided.

4.4 The evacuation door for the combined use site shall be a swing door that opens in the evacuation direction and shall ensure that the person is easily opened from the inside in the event of a fire.

4.5 The evacuation stairs used in the mixed use site should be connected to the roof platform.

4.6 Fire extinguishers and fire emergency lighting shall be provided in the combined use place, and light fire fighting water dragons shall be provided.

5 fire separation measures

5.1 The fire separation measures in 4.3 shall use non-combustible walls with a fire-resistance limit of not less than 2 hours and floors with a fire-resistance limit of not less than 1.5 hours. When the doors are required to be opened, they shall be normally closed Class-B fire doors. When using indoor enclosed stairwells, normally closed class B fire doors shall be used to close the doors of the stairwells, and the first floor of the closed stairwells shall be open to the outside or be extended to close the stairwells to the outside.

5.2 The internal partitions of the accommodation shall be unburnt and shall be masoned to the bottom of the floor.

5.3 Fireproof separation shall be carried out between the two co-sites or between the co-sites and other places using a firewall with no openings for doors and windows and 1.50-h floor slabs.

6 auxiliary evacuation facilities

6.1 Outdoor metal ladders, balconies equipped with escape facilities, and outside windows can be used as auxiliary evacuation facilities for the combined use. The escape evacuation facilities should be set up in accordance with the standards for building escape evacuation facilities.

6.2 The external window or balcony of a shared place should not be provided with a metal fence. When it is necessary to set it, it should be easy to open from the inside.

6.3 External window used for auxiliary evacuation, the window height should not be less than 1.0m , and the width should not be less than 0.8m . The height of the lower edge of the window sill from the indoor floor should not exceed 1.2m .

7 Automatic fire extinguishing and fire alarm

7.1 The setting of automatic fire sprinkler system and automatic water spraying local application system for the combined use site shall comply with the provisions of GB50084 .

7.2 The setting of fire automatic alarm system and stand-alone smoke detection alarm for common use place shall comply with the provisions of GB50116 and GB20517 .

7.3 Fire detection alarms shall be installed on the evacuation walkways, houses, fire-risk rooms, and evacuation stairs.

7.4 Where a non-detached smoke detection alarm is set up, an emergency broadcast speaker or fire alarm device shall be provided.

7.5 Stand-alone smoke detection alarms, emergency broadcast loudspeakers or fire alarms shall have a sound pressure level higher than 15db of background noise , and shall ensure that the accommodation part of the personnel can hear the fire alarm sound signal.

7.6 The use of battery-powered independent smoke detectors should be replaced regularly.

8 Fire source control

8.1 Co-occupied sites Except for the kitchen, liquefied petroleum gas cylinders and Class A, B, and C flammable liquids should not be used or stored. The kitchens that store liquefied petroleum gas tanks should adopt fire separation measures and set natural exhaust windows.

8.2 The laying of fire control distribution lines in the common use place shall meet the requirements of GB50016 . The laying of other distribution lines should meet the following requirements:

a) The specifications of electrical lines should meet the load requirements of electrical equipment; temporary electrical wiring should not be randomly connected.

b) The laying of electrical lines should avoid combustible materials; when they cannot be avoided, fire protection measures such as wearing metal pipes and flame-retardant plastic pipes should be adopted;

c) When the ceiling is a combustible material or there is flammable material in the ceiling, the electric lines in the ceiling shall be made of metal pipes and fire-retardant plastic pipes.

8.3 The management of the use of electrical equipment in the place of use shall meet the following requirements:

a) Should not be overloaded;

b) do not apply copper wire, iron wire, etc. instead of fuses;

c) Electric heating appliances such as electric stoves, electric heaters, electric heaters, rice cookers, electric irons, electric blankets, etc. shall be used to cut off the power supply after removing the power plugs.

d) When the power equipment is used for a long time, the temperature of the equipment and appliances shall be observed, and cooling and cooling shall be performed in time;

e) For devices that generate high temperatures or use open flames, the surrounding flammable materials should be restricted and special supervision should be provided during use.

8.4 Lighting installations in buildings shall meet the following requirements:

a) When the high temperature parts of the surface of the lighting fixture are close to combustibles, fire protection measures such as heat insulation and heat dissipation shall be taken;

b) The use of tungsten halogen lamps and incandescent lamps rated at more than 100W , ceiling lamps, recessed lamps, and recessed lamps, the introduction of which shall be made of non-combustible materials such as porcelain pipes and mineral wool for thermal protection;

c) Halogen lamps, high pressure sodium lamps, metal halide lamp light sources, fluorescent high pressure mercury lamps (including inductive ballasts) , incandescent lamps over 60W , etc. should not be directly installed on combustible decoration materials or combustible objects.

8.5 Fire safety, electricity, oil, gas, and other fire safety management systems should be used in the combined facilities.

9 Other requirements

9.1 The configuration of fire extinguishers shall comply with the provisions of GB50140 . The setting of fire emergency lighting shall comply with the provisions of GB50116 .

9.2 The interior decoration materials of the combined use place shall comply with the provisions of GB50222 and GB50354 .

9.3 Outdoor billboards, awnings, etc. shall be made of non-combustible or flame-retardant materials, and shall not affect the lighting, ventilation, use of auxiliary evacuation facilities, passage of fire engines, and firefighting and rescue operations within the room.

9.4 In areas with concentrated use of facilities, when the municipal fire water supply cannot meet the requirements, natural water sources or outdoor fire fighting pools should be fully utilized . The capacity of fire fighting pools should not be less than 200m3 .

9.5 Special fire fighting teams shall be established in the areas with concentrated use of facilities , and corresponding fire-fighting vehicle equipment and rescue equipment shall be provided.

9.6 In addition to meeting this standard, the fire safety of the place of use shall comply with the requirements of the relevant national standards and local regulations.
