The “Notice” clearly stated that the scope of the statistical investigation was established within the territory of the People’s Republic of China (excluding Taiwan, Hong Kong, and Macau) according to law and was engaged in the production of fire-resistant clay, fluorite, graphite, magnesite, kaolin, talc, or asbestos products, and the scale was small. The "Notice" stipulates that statistical reports should be submitted by fire-retardant clay, fluorspar, graphite, magnesite, kaolin, talc, or asbestos product manufacturers. Statistical reports are divided into annual reports and quarterly reports. The annual report submission time is March 31 of the following year, and the quarterly report submission time is 10 days before the first quarter of each quarter (private holidays postponed).

The "Notice" requires that the organization methods and reporting channels take the form of direct enterprise reporting. Manufactures of fire-resistant clay, fluorspar, graphite, magnesite, kaolin, talc or asbestos products shall report the relevant product statistical reports directly to the non-metallic minerals statistics mailbox of the Ministry of Industry and Information, and submit the reports to all provinces, autonomous regions, municipalities directly under the Central Government, and separately planned cities, Xinjiang. Production and Construction Corps Industrial and Informatization Competent Authorities (hereinafter referred to as "provincial industrial authorities").

The “Notice” requires that the provincial-level industrial authorities should be specifically responsible for the task and, before June 30, 2014, implement the relevant requirements of the industry statistical investigation into the production enterprises that belong to the scope of the statistical survey in the region, and collectively establish the production in the region. Qualified refractory clay, fluorspar, graphite, magnesite, kaolin, talc or asbestos products manufacturing enterprises shall actively participate in industry statistics and designate special persons to be responsible for the truthful, accurate and timely provision of information required for statistical investigations.

The "Notice" made it clear that the Ministry of Industry and Information Technology will publish industry survey data in a timely manner to the public according to regulations, publish an industry operation analysis report on a regular basis, and provide queries for professional enterprises, and continuously improve the statistical system of non-metallic mineral products industry.
