The Zhu Gongshan Committee proposed to speed up the ruling on the anti-dumping and anti-subsidy cases of imported polysilicon and crack down on unfair competition in the low-cost dumping of foreign polysilicon. At the same time, the import of polysilicon was included in the prohibition category of processing trade, returning to general trade supervision, and cracking down on various anti-dumping and tax evasion behaviors.
He specifically recommended that the export tax rebate rate for polysilicon and wafers be restored to 17%. "China's mainstream polysilicon enterprises are mature in terms of technical quality and cost control, but the current tax policy has weakened international competitiveness.
