7. Application methods and selection procedures.
(1) Declaration. Any unit that meets the requirements may voluntarily declare and report the application materials to the local provincial safety supervision bureau or the coal mine safety supervision bureau. The central enterprises, the research institutes directly under the ministries and commissions, and the projects directly under the Ministry of Education directly under the Ministry of Education shall submit the application materials to the scientific and technological management department of the unit.
(2) Recommended. The provincial safety supervision bureau, the coal mine safety supervision bureau and the central enterprises, the scientific research institutes directly under the ministries and commissions, and the science and technology management departments directly under the Ministry of Education shall conduct preliminary examination of the application materials and make recommendations.
(3) Expert review. The Planning Division organizes experts to review the reporting units, including formal review, on-site verification and comprehensive assessment.
