On February 18, the European Commission announced an anti-dumping investigation against coated fine paper (also known as “glossy paper”) originating in or imported from China. Prior to this, the United States had initiated a “two-counter” investigation on Chinese coated paper and imposed anti-dumping and anti-subsidy duties at the beginning of November last year.

In recent months, China and the United States and Europe have frequently experienced trade frictions. The United States' special insurance for tires in China and the “double counter-offensives” for oil well pipes have blocked China’s multi-billion-dollar products out of the door. China then counterattacked and China and the United States have a lot to open up the “trade war” trend. Now that the European Union has joined the corps, after the Chinese anti-dumping duty on Chinese shoes has been sued by China, it has also launched anti-dumping investigations on "Made in China."

Responding to fight for equity

Coated paper export companies are concentrated in Jiangsu and Zhejiang. The anti-dumping case in the European Union has almost no positive impact on the paper industry in Guangdong. According to customs statistics, from January to October 2009, China exported 1.094 million tons of coated paper. Among them, exports to the EU were 166,000 tons, up 68.7%; exports to the United States were 165,000 tons, up 57.7%. Customs analysts pointed out that the demand for Europe and the United States is attractive to Chinese papermaking companies and is an important and fast-growing export market. Even the anti-dumping will inevitably cause the Chinese coated paper export enterprises to suffer.

Last year, the United States investigated China's copperplate paper "double reverse". This company responded very actively. This time, the lawyer was already asked in advance for the EU case. The person in charge of the Fair Trade Bureau of the Ministry of Commerce stated that the European Commission initiated an anti-dumping investigation against Chinese-made coated paper, which would be of no benefit to both China and the EU during the period of economic recovery. The Ministry of Commerce will actively provide guidance and assistance for Chinese companies to respond.

“It can be expected that in the next two to five years, China will face extremely intensive trade frictions.” Professor Yi Xingjian, deputy dean of the School of International Economics and Trade of Guangdong University of Foreign Studies, told reporters that Chinese export enterprises are bound to become traders. In the disaster-hit areas of protectionism, enterprises must be brave enough to face and actively prepare for responding. In the face of anti-dumping and countervailing measures that are more and more like “home cooking”, Chinese companies have almost chosen to respond to protests. They have performed most in the anti-dumping case against Chinese leather shoes in the EU. The case was filed in 2005 and there were several large shoes in the Guangdong region. In 2006, the EU imposed a two-year anti-dumping measure on Chinese leather shoes, and Chinese shoe companies joined forces with the European Commission in the European Court of Justice. Until 2008, the European Union launched the “Sunset Review,” and Chinese shoe companies renewed their resistance. In December last year, the EU extended anti-dumping measures for another 15 months. The Chinese government recently sued the European Union on the matter. Actively adjust risk avoidance

European and American trade protection "iron barrels array", many domestic experts analyzed that China's textile and garment industry is likely to be the next victim. At present, Guangdong textile and garment export enterprises are generally worried that war will burn themselves.

Last year, the share of China's textile and apparel products in the U.S. market rose, triggering accusations such as "China's share of market share in other countries" and affirming that Americans must pick faults from Chinese companies.

In the face of potential conflicts, Chen Wenming stated that Chinese companies must face the situation calmly and objectively. While striving for their own legitimate rights and interests, they must try hard to upgrade their products “as a must.” As a typical labor-intensive industry The cost of China's textile and clothing industry has gradually increased in recent years. Competition with foreign counterparts depends on the “gradient transfer” of domestic industries to inland areas. "Chinese companies should minimize the use of low-priced brands, take a firm look at the export process, and take the initiative to evade anti-dumping and anti-subsidy risks."
